Why Prevention-First?
The U.S. spends billions annually on dental-related emergency department visits — the vast majority of which are preventable through routine preventive care. School-based sealant programs alone can prevent an estimated 3 cavities per child over 4 years (CDC modeling data).
Prevention is not only the most effective clinical strategy — it is the most cost-effective public health investment. Every dollar spent on preventive oral health services reduces downstream Medicaid spending and acute care utilization.

RDHAP-led delivery of dental sealants, fluoride varnish, silver diamine fluoride, and prophylactic care directly within community settings.

Referral Coordination
Individuals requiring restorative or comprehensive dental care are connected through established referral pathways to appropriate clinical providers.

Data Collection & Reporting
Standardized data collection enables outcome tracking, program evaluation, and reporting to funders, partners, and public health agencies.
RDHAP-Led Care Delivery
Registered Dental Hygienists in Alternative Practice (RDHAPs) are California-licensed providers authorized to deliver preventive dental hygiene services in community settings without the direct supervision of a dentist.
This licensure model is critical to our framework — it enables preventive care delivery in schools, shelters, and community facilities where traditional dental office access is limited or nonexistent.
Scalability by Design
